My first thought on the missing apostrophe was that I found it right below as a lightning strike--Q had it!
You have great grammar lol , perhaps he didn't want to make the "phrase" grammatically correct ,, I know I don't want to call them leaders or bring attention to the phrase ;)
You're correct and if it was intentional, he did not want to solidify that expression , "leaders " he did not want to make it more powerful by putting it in quotes if that makes sense ,,, or he's pissed off and let the quotes slip , or you just have better grammar skills lol ! But yes they say it's supposed to always mean something ?? I was commenting thst u have great grammar skills , I would have never caught it lol
PepeSee is not discussing quotation marks. He's pointing out that [leaders rhetoric] needs an apostrophe to indicate [rhetoric belonging to leaders].

They aren't saying it should be in "quotes". They are saying he left out the apostrophe out. Apoatrophes show possession. The "rhetoric" belongs to the "leaders". And it really does, lol. Maybe that's what he meant.
