gas=/=oil, story is that Russia might cut off the gas but not the oil. Can't really 'turn off' oil because the only way is to put a cap on it and then you might not even be able to access the same oil again, or will be costly to do so. so oil is being exported by tanker to (less profitable and more distant) foreign markets that haven't embargoed but the gas can be turned off
