Is it possible they are trying to communicate that the US is under duress? Can’t fly our flag upside down without drawing significant attention. But this looks like it could just be a mistake to the general population.
That would make sense. Easily the person responsible for hanging them up could have gotten them "confused" because we are taught red white and blue so we automatically know blue is the last color so then dealing with a different flag yellow and blue comes naturally to our thought process and that easily could explain as ignorance buying some time if there was an abuser present.
