LOL! You guys are very creative! But nope! Its just an additional badge, complimentary to the upper one so English speaking ppl can see that its really the police in charge of the event. The upper one says "Kantonspolizei Graubünden" means Federal police from the Kanton(State) of Graubünden, where Davos is. The badge shows TWO Rams jumping up towards each other like when they fight. Below the Rams is a triple Cristal, wich is very abundant in these mountains.
