Yes, it’s an open primary. That is undoubtedly what happened as most of the Dems ran unopposed. Reb votes almost 2 to 1 over dem votes.

The Dems pretty much picked the candidate they wanted to run against and voted him in.

Are you sure. Usually they can vote for whoever in the general election but only the candidates of their registered party in the primaries. Here the Independents can't even vote in the primaries.
