It's a joke. They attach this guy's photo to every tragedy to see if it will go viral. Just some asshole messing around.

I was going to say the same thing. Do a quick search on Bernie Gores and you'll see that it's a bunch of pranksters photoshopping some guy's image into news media and trying to pass it off as real news clips. This will make us look like idiots
