Okay, I honestly don't think they are trying to deceive people with these images. Likely, they are just googling images of the thing they are talking about as a visual for the reader, Not an image to be used as "proof" of it happening.
Why don't they take pictures of what's going on now?
Because that costs more than a search in their archives or whatever stock libraries they subscribe to.
If they don't show evidence of what's Happening maybe it's not happening.

No. They are just trying to spit out as many propaganda stories as they can to get paid. So they just google an image and throw it in and call it a day, move to the next propaganda piece.
