Also, placement of the knot is crucial to snapping the neck immediately.

I am not sure where, or when, I heard that, but I also heard that it was 13 because it was the person's unlucky day.

Yes 13 loops, it helps strengthen the Knott at the crucial time.
It was common to bribe the hangman to put the Knott to the side to ensure broken a neck, in the back you are likely to choke a long time...
