There has always been "factions and alliances" in military leadership. Good ol' boys clubs, family names, networking is the name of the game. It may not be a completely separate faction like you are thinking, but yes.
The military is devided up at the very least at the branch level (don't fixate on the words separate or faction). Each branch has their own missions and goals. Each unit has their own and so on down to the soldier. You don't think they conflict sometimes? You don't think someone never went off point? Read a military history book and get a clue. And if u r in service or vet, you wouldn't (shouldnt) be talking like this.
All kinds of special projects, commands, etc. Is it all corrupted? Hell no and if you said that to my face you should be expecting a beat down for saying so.
