The Ontario election is using paper ballots. They are printed on one side only and are filled with a sharpie. I would think that bleeding has no effect on reading a one sided ballot? The polling person I spoke to said each polling station counts the paper votes by hand. The votes are then counted by machine. The hand count is then checked against the machine count. If discrepancies emerge, the votes are recounted to reconcile.
I just voted, and the guy I handed my ballot to fed it into a machine. I asked if I could get a receipt to show that it recorded my vote correctly but he said no, despite there being a long line of unripped receipts spilling out of the machine. I'm not sure what those were for, then.
I'm a little concerned that the machine would record my ballot however it wants, but you're saying that the ballots will be counted by hand (and watched over by several people) in addition to this machine tabulation? I hope that's the case.
This is what the poll worker told me. I was actually surprised by this so I asked her to clarify and I specifically asked if a human handles and counts each vote and she reiterated there is both a hand count and a machine count. Would be great to get another source for this to confirm and/or determine if this is the standard protocol province wide or perhaps just for that electoral district? I'm not up on Ontario election laws.
