I am a dual citizen of both countries and i know from personal experience you can cross by land no problem.

Force you to take a pcr test home with you and do the test within 24 hours over skype with a health official watching. Schedule a test kit pickup at your house and suppose to stay home till you get the results. Threat is a fine if you don't follow instructions.
