The only reason to not know who your neighbor voted for is because some people are immature bullies.
If the votes were publicly registered and posted. We could actually verify election results and check out our own names to make sure that our vote counted for our candidate. If the votes are verifiable, the risk of reprisal from the government is obscenely low because you'll actually get the government you voted for.

No. It isn't problems with the neighbors. It's the tendency for officials to seek retaliation against those who voted against them. That is why the secret ballot. We already know how to have as secure an election as is humanly possible.
