How could the marines go in before disclosing devolution. Wouldn't this give merit to Clinton's shadow government conspiracy?

Wouldn't this kick off congressional investigations that would make Jan 6th look like childs play?

I think devolution is on a set plan that requires some timely disclosure that isn't really in the cards for an emergency attack on a police department.
