There was a psy-op that did that during the turn of the last century. It's been brought up a few times but I can't remember the name of it. I do know that Martin Geddes discusses this exact thing on the Mark Devlin 'Good Vibrations' podcast pretty recently.

Mark Devlin believes it is a psy-op to pacify the public. Martin explains why he believes it is not.
