(1) the fetal death occurs; or

This means by law, the medical examiner would have had to report Eva's death by June 04. The state Registrar's office searched until June 09. This falls within the reporting window.
Thank you, good sir. If I had the extra cash to blow, I would have filed requests for the kids just for the hell of it. But that would have run several hundred. I think the appropriate move here is to FOIA all the school records of the kids and teachers to prove they existed. I just don't have the money for that at the moment.

The problem is they charge you for the amount of man-hours on top of the cost of sending the documents. This is a feature, not a bug of the FOIA system. It prevents average citizens from obtaining documents about their government.
