No it isn't. Have you ever been to Hawaii? I've seen it with my own eyes. It happens like every day there. One area will be dark cloudy raining, quarter of a mile away is sunny and no rain.
Edit: Oh you said sleet? Ok show me the proof it was sleeting that day near the capital.
