I Never said for sure it happened. However, there is ample evidence it could go either way, so jumping to a conclusion without hard evidence kinda makes us all look bad.
Even the OP admitted he was in the squishy gray area of time line submittal for the paperwork to be turned in.
Why not request again, now that the deadline is officially past, seem reasonable?
