The thing is effective how? It's the same plan and the same concept in the question like during the presidential campaigns before the election when Biden and Kamala kept saying "We have a plan to stop Covid unlike Donald Trump and the Biden plan to stop Covid will work." Yet they never gave the answer on what their plan was or how they will stop Covid and if it was such a good plan that the people would agree with they would have just told the public what the plan was. It's definitely effective with the results they want achieved but failing to admit was results they are after knowing a good chunk of the population is assuming what evil wants the people to assume.
