They use vast amounts of electric power in a gigantic phased array to heat small sections of the atmosphere to get storms started or to try and steer them to some degree.

I do believe it will be a literal storm. But rather than a weapon, I think the storm referenced by Trump and Q will be a naturally occurring event. Great Floods, Climate Change, & Natural disasters as a result of the shift in our earths magnetic poles. Our earths magnetic pole is shifting at a very rapid rate. Every 13,000 years or so there is an extinction event that wipes out civilization on earth. Could this be the first time in history that we have the technology to prevent this? Space force? Q?
