He has to determine the authenticity of papers which purport to be certificates of electoral votes. After all, if I mailed him a yellow notepad claiming to be 50 electoral votes… it shouldn’t be counted. Even if I sent a very fancy certificate, on the right form, and bribed the library of Congress to pass it to him… it wouldn’t be a real certificate of genuine electoral votes.
