Because it's false. Jury summons come from license and ID lists. CA gives licenses and IDs to illegals. They may have gotten that many responses as such, but it didn't come from voter registration lists (not saying there isn't fuckery going on, just that this isn't it).
Idk. I'm in Ohio and about a year after I moved here (already had my DL, etc.) I registered to vote and then received a Jury Duty notice within 10 days. I think Ohio's jurors are pulled from voter rolls.
I believe they use both driver’s licenses and voter registration. Once when I was on jury duty (in CA), they told us that if your name was listed differently on driver’s license and registered voters roles (e.g., John Doe and John Q. Doe) you would be in the jury summons pool twice.
