It would only need to happen in about 10 major cities. You only take control of infrastructure and limited government institutions like comms, police, city admin, ems. Theybdont kick everyone out, they come in and piggy back the leadership and then move them out in sequence gradually becoming the replacement leadership while continuity in serving emoyees continues. Bankrupt cities have a similar model but it's usually a bunch of lawyers whontake over.
