exactly and fun qoincidence; this verse about forgiving enemies is from the section of the Bible referred to as the Q-Source.
Matthew 5:44-46
1599 Geneva Bible
44 But I say unto you, Love your enemies: bless them that curse you: do good to them that hate you, and pray for them which hurt you, and persecute you,
45 That ye may be the children of your father that is in heaven: for he maketh his sun to arise on the evil and the good, and sendeth rain on the just and unjust.
46 For if ye love them, which love you, what reward shall you have? Do not the Publicans even the same?
I think those are meant to apply on a personal level. Paul makes it clear in Romans 13 that governments are established by God partly to punish criminals. We need a new government, not run by evil people, and we need to encourage them to do the right thing, uphold laws, and punish evil.

These next 2 verses are usually included in that reference.
47 And if ye be friendly to your brethren only, what singular thing do ye? do not even the Publicans likewise?
48 Ye shall therefore be perfect, as your Father which is in heaven, is perfect.
yes, thanks for adding that! I meant to go back and fix it, but soon forgot. It really does complete the thought/meaning

I imagine the people in sodom and gomorrah thought the same thing… and did nothing… I can tell you the rest of the story if you need.
interesting that you're using the Bible to discount the Bible🤔
and you have to view forgiveness from 40,000 ft.
if 'forgiveness' is what it takes to get out of this 'world', then I'll take Jesus' advice and 'forgive'
you have to remember who the real enemy is
