Instead of using a direct quote and attributing the source of the prediction in the first paragraph, they didn't use quotes at all and weakly provided the attribution in the following paragraph. The headline completely implies a fact rather than an opinion. As a teacher I'd give this piece a C-, and only that high because the spelling and punctuation are ok.
