It might be a setup by the whitehats to get them to kick off the riots so they can proceed with a round-up of the deep state brown shirts.

The UN runs on US money I don't think they will risk trying to interfere in US politics with a direct military action since we are the ones that usually fund and staff that kind of attack on nations that step out of line.
