I can tell you what this is "alleging." Several months ago (over the winter?), a couple of night videos were posted of the WH. One showed someone strapped into a chair in front of one of the second-floor windows, and another showed what appeared to be flashlights illuminating one window after the next. A third video showed something similar to the video linked, only it was at night...something being wheeled out on what looked like a stretcher.

These videos are implying that tribunals are taking place in the WH.
