They are paving bricks and they're not fenced in, as any reasonable construction company would have them fenced in to deter them from being stolen. Probably a drop-off for rioters.

I notice a lot of the retards commenting on her tweet about "There is a building there, it's for construction!" No reasonable construction company would leave the pavers unprotected like that. Period. These people are stupid.
