I had no idea the NCC was so involved. They're a huge pain in the ass in Ottawa but I didn't think they had that much power to the point that they could direct intelligence. I thought they mainly controlled development, the greenbelt and rented out historic buildings, etc. I have some reading to do.
I'm sure its just my computer, but I get a message saying it can't be opened. It's because of Flash or something. Sometimes I can fix it but I had trouble this time.
