Individual board owners, on 8Kun at least, can enable or disable TOR for either the entire board or individual users. On QR, it was disabled for everyone but Q for a long time, but apparently is has been re-enabled due to people not being able to use the board. Sounds fishy to me, but I am not in charge of these things.
