Since when can you break state law just because you’re on federally owned land within a state.

Murder is a state law. I guarantee the state will not drop the charges if you murder somebody on federal land inside their state.

No, but the law enforcement on federal property is federal jurisdiction and not the state's. If the jurisdiction went to federal and they don't Prosecute, then it's the same as not having the law.
