I think it could be in reference to Justic Roberts 2018 opinion. "With access to cellphone location data, the Goverment can now travel back in time to retrace a person's whereabouts...

Imagine the information "they" have to know who goes where, who meets who, and have the ability to probably eavesdrop in those conversations.
