Why is NATO flipped in the background. Looks like the top says NATO and below, it says OTAN.

My guess is that they have a member (probably Turkey) whose script reads right to left.

“OTAN” has been in use from the beginning of the organization. It stands for the French “Organisation du traité de l'Atlantique nord, OTAN)”.

It's the French version of NATO, they use both languages.
