For those not in the construction and design world, the ICC writes model codes. These codes get adopted by state legislatures and cities on a recurring basis. Ammendments get made at the state and local level to account for local conditions. New York City's codes are a heavily edited form of the IBC. Texas adopts the IBC almost entirely with local jurisdictions amending it per their concerns.
