In 2012 Obama "modernizes" the Smith-Mundt Act of 1948 and thereby legalizes Domestic Propaganda allowing the US Gov to pass off staged drills as real in the MSM. Almost overnight mass "shootings" skyrocket. They choose to be enemies.

Is this the act that legalized propaganda to be used ON the American people by the media? Thought that went down in like 2011 or 2013 or somewhere around there.
