About as much legal weight as the EU condemning the SCOTUS Roe v Wade decision.

Is the anticipation that it will bring on a domino effect of some kind, perhaps sway public opinions?

The people that want to avoid a civil war absolutely hope so. Reality is probably more along the lines of this being a drawing of a line in the sand at best, a mere gesture at absolute worst.
