I remember reading the Obama administration set up a transition government that never fully gave Trump complete control as the incoming President. I'm not sure I believe or how long that lasted but it would be interesting if Trump currently had control using the same transition government rules. Wish I could find where I read that back in the day on Voat.

Edit: There was something about the military and that's why Trump created the Space Force branch.
