I would go so far as to say they created the famous bank robbers and mafia in order to start the FBI and provided Tommy guns as an excuse to arm the FBI.

Same goes for CIA, but overseas.

Both started as INVESTIGATION and INTELLIGENCE units.

It's right in their NAMES....
