A convention of states is essentially the states getting together and saying "we believe the federal government is out of control and we'd like to make the rules ourselves." It requires a 3/4ths majority of state legislatures in a minimum of 34 states. The purpose being that, if a majority of elected officials in a majority of the states disagree with the federal government on an issue, they can bypass the federal government.
So, in and of itself, a convention of states is little more than a tool. For the most part, I would say it isn't necessary. However, there are a few areas where the federal representatives aren't going to vote against their own interests: balanced budget laws, term limits, etc.
The current movement started with some legit people who had legit goals, but the likes of low energy Jeb and lil' Marco do appear to be getting involved to co-opt the movement (which is so often the case with political movements these days.)
