A convention of States circumvents Congress by state legislatures passing laws with a 34 state majority. Cannot be vetoed by a president. 30 states currently have a Republican house and 32 have a Republican Senate. If the Legislatures could agree on issues then the current legislatures could meet and pass laws restricting the federal government. IMHO there is no downside to restricting federal government. The states would never meet to give up power because this would require around 5000 state representative to agree to give back power when they can take power away.
Those numbers may be much higher after the '22 midterms.
