Israel here meaning Jacob and his descendants (which are White Europeans and White European Americans), not Israel the modern nation-state (which is populated by Edomites/Canaanites).
Part of the challenge in understanding it is understanding what is meant by Israel in Romans 11:26. Paul already established that not all Israelites will be saved (the idea of a remnant).
The future/eschatalogical view would mean that all of a single generation of Israelites at a certain future point in time “will be saved”. Then that excludes the overwhelming majority of Israel that isn’t alive in that saved generation.
The good news of the passage is God’s grace!
