Canada has requirements on data policies for companies - truth would need 100% of their infrastructure in canada to legally operate in Canada (I just mean they need all the infrastructure needed to deploy Truth to be in Canada specific for the Canadian deployment, its not like they would then not be allowed to open up other datacenters elsewhere)

This is the case with Russia too - but only because of distance. Deploying to datacenters in russia although is more cost worthwhile than deploying to datacenters in Canada, because its the same cost but a much higher target market.
