a DDOS attack is a DISTRUBUTED denial of service, aka attacked from multiple locations/IP addresses - uually a botnet of machines that have no idea they are taking part in the attack
for a DDOS to take them off a live stream on rumble, either attackers took rumble down altogether? or somehow DDOS'd the static external IP (if they use one) of the router supplying the internet at the location of the live streamer.. which would be difficult to obtain without inside knowledge?
