If his dementia has indeed left him with a childlike mind, that could partly explain why his perverse attraction towards children is out of control. He lived a lifetime as a pedo, and now his defective brain thinks he is a child.

I do not subscribe to the fantasy "actor theory." Biden is Biden. Body doubles have been used by every president in modern history for security reasons, and pics of fake (body double) Biden are nothing particularly unusual to me.
