I actually had Taiwan in mind when I posted that idea, but didn't want to come out and say it. In fact, Taiwan would be in FAR better shape (financially and strategically) to do just that. Send in agents in remote areas, get arms to civilians, teach them tactics, and like I said....let nature take its course.
