You can't prove something is safe, you can only prove things aren't safe.
And even then it's convoluted, what's safe in one situation isn't in another. u/Elcycs mentioned dihygrogen monoxide (aka water) as a joke, but there have been instances of people literally drinking themselves to death with water. They OD'd on water...do you now ban water?
