In the last decades there were many reports about upcoming water wars due to water shortages around and I think 'watch the water' means that.

It is always something the cabal likes to do to implement their agenda: Problem - Reaction - Solution

Even here in Germany the ground water levels are sinking the last years and they have blamed the farmers for it, which I do not believe - they are doing it!
