What Orwell wrote has been going on for a LONG time. All you had to do was look! First thing I remember was the Warren Commission reporting Oswald was the lone gunman and overlooked all the different anomalies by the USSS and the CIA. THen there was the Gulf of Tonkin event that never happened that was justification for the Vietnam war and deaths of countless thousands besides the combat casualties. THen the Tuskegee Experiment came to light. It has been going on as far back as you want to look! The not so "surprise" attack on Pearl Harbor and the sacrifice of thousands of sailors just to get the US involved in WW 2. Nothing new under the sun!
One could argue that it was a customized plan for America based on what they had just done to Russia (starting in 1889 with setup, going fullbore 1917). Same commie play used in "Spanish Civil War" in 1936-1939 that they did in Russia.
