This is one of the most infuriating tales in American history and almost no one talks about it and the bad guys in this event were even given fucking medals.

Correct, he did not cut it short. They cut it short for him and gave it to him knowing it was "illegally" modified and then, when he refused to go through with their evil plans, they came at him for having the gun they gave him.
