This is very poorly worded. Did anyone watch the video? He's saying the vaccines are NOT mandatory and anyone trying to force the issue is performing an illegal act. This is a WIN, not a loss.

Maybe fair call.

This is a direct quote from the interpreter's feed. It is frequently the case that speech interpreted on the fly can come out poorly worded.

So, granted, its wordy, but if you actually read it, it's saying:

ANY ACTION against anyone WHO DOES NOT WANT TO BE VACCINATED is an action AGAINST THE LAW (aka "unlawful").

To wit: The vaccines are NOT mandated as of today, so you CANNOT discriminate against anyone who declines to be injected!
