Codes are written by bureaucrats. Most likely congress never adopted these rules. Even that being said was true all laws written by government institutions when in conflict with the constitution the constitution takes precedence.
Article VI All debts contracted and engagements entered into, before the adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.
